An act relating to synthetic turf.


LEGISLATIVE COUNSEL'S DIGEST

SB 1277, Maldonado. Synthetic turf.

Existing law requires all new playgrounds open to the public builtby a public agency or any other entity to conform to theplayground-related standards set forth by the American Society forTesting and Materials and the playground-related guidelines set forthby the United States Consumer Product Safety Commission.

This bill would require, on or before September 1, 2010, theIntegrated Waste Management Board, in consultation with the Office ofEnvironmental Health Hazard Assessment and the State Department ofPublic Health, to prepare and provide to the Legislature and post onthe board's Internet Web site a study on the effects of syntheticturf and natural turf on the environment and public health.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

SECTION 1. (a) By September 1, 2010, the Integrated WasteManagement Board, in consultation with the Office of EnvironmentalHealth Hazard Assessment and the State Department of Public Health,
shall prepare and provide to the Legislature and post on the board'sInternet Web site a study that compares the effects of synthetic turfand natural turf on the environment and the public health.

(b) For purposes of this section, synthetic turf means anycomposition material used to cover or surface a field as analternative to grass.
